This is what I think Sky should be like. Due to his "having too little fire" I think that him being able to manipulate it by absorbing it and using it (almost like filling up a "fire reserve?") Could be interesting. Given that he is perils twin I would at least expect for him to be fireproof but I think that him being able to use perils fire (almost like switching which one is a fire scales versus no fire) I also think it would be interesting if Peril could "turn off" her fire scales. Almost like an ability all firescales have but due to their being killed at hatching and the fact that none have existed for thousands of years (at least since Darkstalkers time {guessing by foeslayers "firescales? Haven't seen one of those in a while..." Comment back in Escaping Perils}.) Maybe turning off the firescales is something Peril has always been able to do and simply hasn't discovered the ability due to Scarlets encouragement of the ability as well as just not knowing she could. (Maybe she has to WANT to turn it off but Scarlet never made her feel that way and instead encouraged her to set anything she disliked on fire? And she'll figure out how after meeting her twin.
Okay, I can see how that would fit in. But I feel like the Skywings would have used firescales as some point before they started killing them all, so if they could turn it off, I think some dragon would have figured that out by then and not started killing them off, knowing that they had the ability to control it. Then again, they might have had the first firescale, had it for a day of two, realized how dangerous they were, and decided to kill them all off. So it could fit in. Maybe Peril and Sky meet an ancestor of a firescale that had found out they could control it? IKD.

But I feel like "controlling" fire would be a little too powerful, along with the fact that the Skywings already have a rare special ability. I liked your idea of "absorbing it" and maybe storing it to send out a powerful burst of flame all at once?

Sora and Umber didn't die. If I remember correctly, at the end of Moon Rising they go into hiding to escape Queen Ruby's wrath because she would have wanted vengeance for Carnelian. They're not dead just "missing"

Maybe a little too soon after the second arc, but I think a book (maybe a legends) focusing on the first Animus could be interesting. A lot of online things I've seen about the first Animus dragon(s) says that the first was albatross, but that can't be true because he was around the same time as darkstalker ( who ended the icewings Animus line) so we know that there were for sure Animus dragons before him (also skywings at the seawing party talking about the icewing theory about losing an animus's soul after too many spells) Also, having a book about the first Animus could be a way to introduce a few new things (like a villain, enchanted object, villain motive, etc.)
Just a thought...

what if they see a ancient beetle wing civilization and finds out about the truth of the legend of the hive and the continent’s history and the origins of both the continents which leads to a war in between them

I like the idea of a new seawing tribe but I would make it more like the poison/sapwings where one was an offshoot of the other but with the same/similar abilities. Could even make it about animus magic and how the seawings got their first animus. 

Sorry if I'm a bit obsessed with Animus magic but I feel like after dangerous gift we need at least some disclosure if not a return of the ability.

I saw somewhere that BeetleWings might be involved in some anceint history thing. I also saw some tribe called the SpaceWings.
there is a new wing sneakily hidden and mentioned twice called gardener wings (floral dragons that are related to rainwings and leafwings)

I think we are good with the one tribe of water dragons, but I like the idea, oh actual wind dragons and not sky wings,sky wings are more of a fire type.

I think this is a really good idea as they would be part of the next generation of dragons. But it might be a little weird because it would be stretching All the way back to the first book of arc two and it would seem more like an arc in between the second and third arc’s. I think maybe it should be about Auklet, Peacemaker, Cliff, Bumblebee, and another protagonist that I can’t think of at the moment.
FireFly would be good. To clarify, Firefly, acording to moon's visions, is glorys child

I know a lot of people seem to think firefly will pop up but from my perspective it seems like firefly was/is a dragon from an alternate timeline. We already know that darkstalker and clearsight were able to see a future where they had dragonets (who ended up never existing). I feel like darkstalker would have shown Moon a vision where he had some significant influence (like he became king, but only showed her what was happening at jade mountains instead of the rest of the world, if that makes sense.) Not saying firefly isn't a character, just saying I could see her being another dragonet that never has the chance to exist because of darkstalkers greed.

I made a fantribe called Cloudwings, they live on floating islands in the clouds and they have a wide color pallet, but all the colors are like, cloudy pastels. The abilities they have are that they can breath a foggy smoke that can sometimes make other dragons pass out if there is enough of it, but it’s main purpose is that it makes them not able to see as well. They can also camouflage, just like rainwings. Cloudwings rarely have the ability that lets them have paralyzing claws. They are genuinely a more peaceful tribe, but they are powerful if you fight them.

That would be really interesting. What if they are like the colors of Icewings and Nightwings, and Silkwings. And I have a question, what is the name of the planet all the dragons live in? And what if they are the oldest tribe in the world, and that they are on a third continent.
I think that would be repeating. Or there could be a different planet, I can’t remember which book, but dark stalker said he and qibli could travel to the moon when he was bribing qibli
