Bogdan Novac organized and executed the systematic abduction, torture and murder of over two hundred Serbian women and children, triggering a mass exodus of Serbs from the city. What was left behind by them, in their panic, Bogdan appropriated and made himself rich.

But Novac never was brought to justice. In the aftermath of a war where the Serbians were found guilty of mass atrocities, there was little stomach to go after Croations for crimes against Serbs. Instead, Bogdan was rewarded with the rank of colonel in the police and the army and from there he invested his stolen wealth in arms which he sold into the Middle East.

Now, at sixty-five, Novac has retired to a luxurious home in Norway, where he plans to live out the rest of his life as a consultant on the board of several international security firms.

Except that Cobra have tracked him down and sent Harry Bauer to deliver justice where the ICJ had failed.
