The award is open to any science fiction novel published in the United States during the previous year, and is voted on by a panel of judges appointed by the Philadelphia Science Fiction Society and the Philip K. Dick Trust. The winner is announced at the Norwescon convention. The award has become known for honoring works that explore new ideas and push the boundaries of science fiction, and has helped to bring attention to many important authors in the field.
